The Afghanistan withdrawal debacle and Ukraine have been a tool to launder modern weapons to enemies without direct sales (most equipment sent to Ukraine ended up in black markets). Ukraine was also a very profitable money laundering operation that turned billions of American taxpayer funds into funding for American and Ukrainian oligarchs. It's all just a matter of arming enemies, playing the waiting game for them to plan an attack and then allowing it to happen as an excuse for escalation.
