To south of Gaza river. Israel giving warning to civilians, Hamas telling them to stay. Human shields.

I think Hamas is doing a lot more than just telling them to stay.

Still a war crime if they bomb them though warned or not, And if they destroy infrastructure essential to civilians, Or denying a civilian population access to food and water etc..
