Lots of troops deployed to the Mediterranean… invasion force type of logistics and support. But who are we invading?

White House can use the Marines up to a year on the ground before Congress can declare war but only the Marines. Other units can provide support but only Marines are allowed on ground operations without a declaration of War. But there is obviously non public SOC that could be going on too.
