I've analyzed VAERS data extensively and do not see any strong evidence of specific states being targeted. Also, btw, the non-US data does not have country codes, although certain places like Denmark are looking up their own batch numbers.
Taking Paardekooper's tox values per lot at face value (adverse events per 100K doses shipped on the lots for which we have sizes), the average of these tox values for each state shows no clear geographic pattern. There is a very significant decline of tox by alphabetic batch label that also correlates strongly with time. To me the most probable hypothesis is that the vax providers were running dose-finding experiments throughout 2021 and they spread the large lots across many different states to avoid confounding effects.
