Hardly. It's not like a process wasn't mostly followed (secret ballots in the basement aside). Congress takes off for vacation for weeks at a time multiple times during the year. Is it really so bad to have the House stagnant for a few weeks?
If if was the democrats holding things up for three weeks to elect a speaker it would be a shining example of democracy in progress, with the house members taking their time to responsibly elect a speaker with a consensus majority.
