Yes. Also, they probably had a whole bunch of kids that were used to get non relative adults into the US. How would they explain all these kids building up in the camps with no-one claiming them? It would become obvious (more obvious) that they were being trafficked. So their solution was to release the trafficked children to other traffickers?
