Robert "Card" like playing a card. From what I've gathered. This guy could have been easily sheep dipped for this operation given he was military and had mental issues. The timing with everything going on is very suspect as well. I think this is a "card" played to the new house speaker that he better stay in line. Seems so random this was in Maine. The attack on random people shows the same agenda we've seen from other lone gunmen and nothing adds up about this attack yet regarding why these specific locations.
