I guess this depends on who you think is ultimately behind the attack. If you believe that Hamas and radical Muslims are exclusively behind the attacks, then it is likely they wanted in overreaction by Israel which had result in all of the Muslim countries in the Middle East attacking israel.
If you believe that the zionists are ultimately behind These attacks, then it is rational to believe that the intent is to give an excuse for Israel to eradicate Gaza, and possibly have an excuse to declare war on Iran.
If the zionists are behind the attacks, I question if they anticipated the amount of support the Palestinians would receive throughout the world.

No, I'd say it's not. I also believe that whether or not it IS "working" isn't predicated on who actually did it. This is because, as you said, A LOT of people all across the globe have come out in support of Palestine. That result is definitely not desirable for the deep state since Israel is one of their corrupt piggy banks.
Both sides of the conflict are deluded and blind to the long-term results of their actions.
