Seems to me they need their money taken first then get charged. As many of the underlings who may not even know are just doing it for money. As soon as money dries up they stop doing what job they had. And the higher ups with lots of lawyers won’t be able to afford good lawyers. Thus I wonder what role if any MOASS would play. Basically using their system against them and draining all their resources ‘legally’ with the system mechanics. A sort “I drink your milkshake, I drink it up” situation where they don’t know the ground (money)underneath them is about to give way.
