But whilst numbering every ballot and human counters with observers - the UK method - may remove most of the opportunity to cheat, you still need the ballots to be run through a machine - at least to check uniqueness, and on the basis of how easy it is for hackers to get into 'secure-not' government systems nothing is fool proof.
