New York has such shitty infrastructure because everything is decrepit as fuck, with things just built on top of everything else. Navigating the layer cake of pipes, conduits, etc. underneath New York's streets, inside its buildings, etc. is enough to drive any civil engineer completely insane.

Look at how NY's subway system regularly floods. That's just the tip of the iceberg.
