US military warships don't refuel or re-arm at civilian ports. Navy ammo and fuel ports are separate installations only reachable by railroad or boat to provide safe distance in case of ammo cook off or fuel ignition.

The ports are guarded by US Marines and have a 500yrd kill zone. If you're not authorized to enter, you will be shot.
