Decriminalized possession is the best answer, in my opinion.
Throwing people in jail for using drugs is just retarded : doesn't help them or anyone else. Now, if they do shit while high ; different story of course. But punishing junkies for being junkies isn't the answer.
I see people like this, and I immediately think: they were an innocent kid once, full of life, hope and dreams. Life comes at you fast and a lot harder than some people can handle. How they ended up where they are isn't important. They are still a human being who has lost their way.
Make help centers more accessible and available. Those that want to help themselves will. When you get on the streets, it's damn near impossible to get out.
Before that I would like to see the southern border sealed, and more resources put into drug detection at Customs. There will always be ripple effects but you have to start somewhere.
