The internet is built to be decentralized and not able to be controlled by any one entity. He’s not taking control of the internet by any means.
What this does mean is that if passed, the Biden admin would take REGULATORY control and be able to regulate all they wanted.

I think it means majority of the Internet, i.e. the bubble system visible to the masses, you know those who search Google, watch MSNBC, etc who are always exposed to only MSM narratives. Unfortunately thats A LOT of people, still.
They are already controlling the Internet bubble, otherwise this shit would have been over 3 years ago.
