I found this interesting bit of history of the Liberty Loan of 1917 (as seen in the "frame" of the message). People who didn't have the cash to buy bonds for the war effort were encouraged to "borrow to buy"

However, you might like this: The $20 bill has a serial number. If you add the numbers together=37
