Clinton Started "Echelon" back in 1993.

ECHELON was started in the 70's. It was replaced by PRISM. PRISM cover blown via Snowden. Unknown what it's called now. Search Total Information Awareness.

Most intelligence programs at the technical level aren't signed into order by a POTUS. Only intel overhaul, and that is at the Congressional level - IRTPA, Patriot Act, etc. Tech programs are grown organically and Congress is largely left in the dark.
