Excuse the pun but the tag (line) underneath the 'MOVIE STAR' throw up reads:

'VANDALS NOW AND FOREVER.. USA'

Note: in graffiti parlance a 'throw up' is an artwork that is produced quickly, as in:

"I got into the train yard, did a quick throw up then got out of there before I got caught".
