You are right, but so many are brainwashed into thinking they must be surrounded by hundreds of similar valued houses or muh property values will suffer. Try putting a Dollar General close enough to walk and people will scream, so instead it has to be located close enough for a short drive, keeping the commercial and residential separated.
The real question is, how quickly can they turn that "uptopia" into a nightmare? Thats the real point of control, not whether they can provide the illusion of utopia during the good times.
I live in a 15 min city, it's authentic. It's nice. I can leave, but rarely need to. It won't work in the US, don't worry
