Honestly I bet they're passing this shit ahead of time because they are thinking that Trump is going to win, so my guess is there long game is to basically try and cripple the president, possibly with the ultimate goal of neutering his executive order powers to make it so Trump isn't able to disband the alphabet soup agencies that really run everything.
