It’s a very old political trick to get legislatures to agree there should be harsh penalties for “bunch of scary words” without carefully defining “bunch of scary words.” After the penalties get encoded into law, they begin accusing all their enemies of “bunch of scary words” to get people in line.

This is why government should be small, have its hands tied, and basically have no power over the people whatsoever.
