The why of the Roosevelt (Harry Dexter White?) admin goading Japan into attacking (in an attack that was a near copy of attack the Japanese made in the war with Russia in 1909) was to free up the 12+ divisions of Soviet troops facing down the 1+ million Japanese troops in Manchuria. The US declaring war on Japan forced Japan to focus southward ( from Manchuria) rather than North. Those freed up Soviet divisions went on to stop the Germans at Stalingrad and began to turn the tide in Russia.
Think about that. We goaded the Japanese into war to help the commies. Bastards.
That was the only way they could get the American people to go to war.
