I believe so, and I also believe that Elon is going to be a major part of it. His cryptic X post with crazy eights seems to point to post 88.

Will starlink allow internet access throughout the present internet system?
What I mean is, will people like me, who have a conventional internet provider, be able to get internet via starlink, if everything else is shut down? (certainly if there is no power, it won't :) )
