I've wondered if this is what the Pentagon IP addresses were for. To create a separate internet through Starlink. Starlink can connect to the current IP addresses currently in use by the existing internet and if those IP addresses go down then the only IP addresses remaining would be the Pentagon ones that were locked away and released by Trump right before he left office.
Starlink already provides "filler" coverage for T-Mobile. A lot of people won't know they're using it, but they will be.
One thing that's interesting is that if these satellites are indeed able to provide cellular service, then they would also be able to send EBS messages

What I mean is, will people like me, who have a conventional internet provider, be able to get internet via starlink, if everything else is shut down? (certainly if there is no power, it won't :) )
I don't believe Starlink is quite there yet, but it is getting close. Satellites are only one part of the equation. You still need ground level servers at present in order for the network to function. True autonomous Starlink operation will require that these servers be placed into orbit alongside the array of satellites.
It is possible that such servers already exist, and that Elon's Starship launches have been guises for the launch of heavier equipment to complete the Starlink array.
As far as how our local devices will interface with this network, that I don't know. Perhaps Starlink's signal is powerful enough to broadcast to our local devices without a base station. At present, a dish is still required for use of the network. There might be some advanced tech that Elon and the White Hats have though that will circumvent this requirement.
President Trump often discusses a quantum leap in our standard of living. Communications is a big part of that leap. I believe there are many aspects of Starlink and Space Force that are kept under wraps in this 5th Gen War.
You should check out the TV series "DEVS" from 2020 by Alex Garland if you have not seen it yet. I think something similar may be happening IRL given things like the Looking Glass tech Q mentions sounds very much like the Chronovisor in that show etc...
