IMO there are two categories of guilty:

Those who pushed the Covid vax while knowing it was dangerous are guilty of crimes against humanity under the Geneva Convention.

Those who delivered or coerced others to take an experimental treatment (Covid vax) without informed consent are guilty of crimes against humanity under the Nuremberg Code.
