According to Juan O Savin, the answer to #4 was a tactical raid to intercept a biological weapon ( potential early COVID outbreak) as well as a possible nuclear dirty bomb. This was during the same time Nancy Pelosi and her 90 relatives were supposed to be out of the country but Trump stopped them from leaving.
