"The Dunning-Kruger effect is a type of cognitive bias in which people believe they are smarter and more capable than they are. A few articles regarding the subject:

Hilariously enough the "Experts" have recently weighed in on how statistically insignificant the effect apparently is to social groups.
"In this article, we have attempted to provide an explanation of the DK effect which does not require any psychological explanation. By specifying a simple statistical model which explicitly takes the (random) boundary constraints into account, we achieve a near-perfect fit, thus demonstrating that the DK effect is a statistical artifact. In other words: there is an effect, but it does not reflect human nature."
Some people use the term Dunning-Kruger to label or insult other people. However, Dunning-Kruger is not a trait or identity, but rather a cognitive bias rooted in psychology.
I have to shake my head when i see someone flinging Dunning-Kruger as a means to brand or insult others, because it seems they fail to grasp the actual meaning and complexities behind the phenomenon. From some points of view, they're demonstrating the phenomena itself.
In part the misuse surrounding this as you rightly labeled it "Phenomena" is why I decided to post on the term. Although I've not experienced this being used as an insult personally, I do know many people that exhibit these behaviors. Anyways, Thank you for the addition of your thoughts on the subject fren!
this article I think explains it quite well. https://psmag.com/social-justice/confident-idiots-92793
