Someone lacking faith, wisdom, understanding and discernment and likely not ‘in the word’ All they have to do is ask God who gives freely and they will receive these things though.
Show me a Biblical scripture that says there are none today and I’ll show you this Mark 16:15-18 15And He said to them, “Go into all the world and preach the gospel to every creature. 16Whoever believes and is baptized will be saved, but whoever does not believe will be condemned. 17And these signs will accompany those who believe: In My name they will drive out demons; they will speak in new tongues;d 18they will pick up snakes with their hands, and if they drink any deadly poison, it will not harm them; they will lay their hands on the sick, and they will be made well.”
Acts 2:17-21 17‘In the last days, God says, I will pour out My Spirit on all people. This is the spirit of the antichrist, which you have heard is coming and which is already in the world at this time.
Too many people are discrediting the Holy Spirit as active today yet believing the Bible up to the point of just before Jesus and His teachings. This keeps one stuck in repetitive old testament law and not forgiveness and a hope and a future that Jesus preached on. But “test the Spirits” always. Could it get any simpler?
Lord Jesus, I lift up this person to You, Convict and humble their heart and draw them to You. Show them Your love and grace and mercy, cause them to give their life to You and seek You in all their ways. Help them to lean not on their own understanding, but to look to You in all things. I ask You Lord to show them Your plan for their lives and how You can change brokenness and pain and hard heartedness unto beauty and how You can grant hope where there was hopelessness and despair, pain and anger.

In my personal experience, a bully lashes out at others when they are lacking and hurting themselves.
I pray you are a believer and that if not you come to know Jesus Christ as your Lord and Saviour.
Jesus said, it is not the healthy who need a doctor, but the sick. I think that applies to everyone who is not living their lives for him believer or not.
