I have confirmed it as 100% real. Go to this website:

https://www.notams.faa.gov/dinsQueryWeb/

Go to Lat./Long Radius Search under Geographical Radius Search. Enter the coordinates of the Marshall Islands which are 9° 0´ N by 168° 0´ W with the default radius of 20 NM.

On the results, ctrl-f for 'radiation' and see this.
