Individuals can bring criminal charges. I just read it in the Georgia handbook for grand juries. Smith might have skipped the grand jury part? Swear an affidavit with the P..c get a magistrate to sign it and then it goes to the grand jury. If indicted goes to court. The document was posted here about 3 days ago.
