After searching NOTAM using this URL I am now convinced this is BS.

Note in the above I changed location to Free Text to search that/

I couldn't find the NOTAM id in the image, but I did find a VERY similar one for that same location, NOTAM #: A0176/24. Notice how the text below is ALMOST identical to the posted one, with the exception this one puts the word ELECTROMAGNETIC before radiation which completely changes the meaning.

ATTENTION ALL ACAFT OPERATING IN THE VCY OF KWAJALEIN ATOLL. FOR YOUR SAFETY OVERFLIGHT OF THE ISLAND NORTH OF THE RWY IS PROHIBITED.
