I'm in a similar situation. I'm living abroad, wanted to move back to the states, so I started applying three years ago thinking the pandemic craziness would be over by the time we actually got the immigration visa for my wife.

If there was no mandate, my wife an I would have moved back to the states nearly a year ago, but we've been blocked while tourists and millions illegal immigrants are allowed to go and come as they please with no requirement.
