It takes a shitload of work to get a population ready for revolution. I mean it took the British marching on the colonies with the intent of committing genocide in order to spark the revolution after like 20 years of intolerable governance. People are inclined to peace naturally. Nobody wants war except tyrants.

It's 2024, I don't think it takes a population. I'm sure all the DNA data China has collected would allow them to create a targeted bioweapon that would largely spare people with Chinese ancestry and be devastating to many people of the targeted population. And yes, I know race/ethnicity isn't exactly represented in DNA. But with enough DNA samples an AI will find commonalities amongst populations you wish to eliminate for you to target.
