11.3 was mentioned as a war manual entry by rumor only a few days after the first q post. I think good actors have been placing hints since the beginning as "anon" accounts, doing "digs" to help guide the way through plasuible deniability.

I believe so as well. Q did mention at one point that maybe they over estimated our ability to decode comms.
