I understand what you are saying. Book learning is not necessary intelligence. When the recruiters were in my high school, I asked them why they required you to finish high school. The Navy recruiter especially told me that they want to know that you can tough it out for several years and not run at the first sign of trouble. That's why they want to see you finish high school first.

It makes sense.
