Sigh, it was ELECTROMAGNETIC radiation, the real alert did not include the word "extreme" either, and it wasn't anomalous, there's an alert for it right now for the next 4 months. Search KZAK in the FAA database and read it yourself
I apologize for jumping to the conclusion that this image was faked/altered, but unfortunately the only way I can verify a picture of the message was to search official sites with the NOTAM alerts and the alert I am finding has a few subtle differences, the effect of which make it seem less severe.

You are incorrect. See my other comment with link that shows the exact verbiage which used the words "Extreme Radiation Hazards".
No mention of Electromagnetic on that notice. Perhaps it has been revised since then, but my first comment stands as correct!
No mention of IONIZING radiation either. NOTAMs are issued for EM Radiation hazards.
