Think about it, they don't let normal decent people that far into their inner circles. Odds are this person partakes in some form of sickness and degeneracy. Odds are this person has committed crimes worthy of the death penalty.
Did white hats nab that person and put them under our side's control? Is that why we see them looking like an actual old man mentally crumbling? More so than just good acting? To be clear I think there's more than just one "Joe" we've seen but I wonder if that isn't who the main one is.
I guess the long winded point I'm making is that I'd be fine with forcing that person into the role of fake president or even inducing Alzheimer's in them medically to enhance the show.

Some say Jim Carey is playing Biden. Well, actually one of them. They also say there are 3 actors playing Biden. As always, take it with a grain of salt.
If that is the case with Jim Carrey, that would explain some of the over the top anti Trump stuff and off the deep end stuff he was doing for a while. Method acting, getting into the role.
