I too have seen eloquence and respectful presentations, but VERY few. In none of the cases did the arguments win over any judge I have seen on legal merits. It merely resulted in easing the penalties as would have just as well been served by a respectful conference with the prosecutor for a plea deal.
Licensing, registration, and insurance are necessary controls which should be enforced stringently. Your experience is a perfect example of why.
Your other points are well taken, but the reality is, it is not the legal system at fault, but corruption in high office. Elections have consequences and bogus elections destroy.
