Could be. Everything seems to be a psyop these days, after all. But you have to admit - it is awfully convenient that they can invoke an invisible enemy on a whim to achieve instant fear and compliance in the population.
I'll give you that. I believe that is the reason behind masks; to make the invisible enemy more real.
