They tried this in Detroit. Didnt work too well and a 90% black city elected a white guy after 40 some years of failure and bankruptcy. He finally got the streetlights turned on, the garbage picked up and the snow removed from the streets.
Bill Pulte has done some good work here. He took a couple or three square blocks in the Brightmoor neighborhood and revitalized them. Pretty sure it included shopping too. The project began in 2013 or so. Brightmoor was a pretty dilapidated area. (Ive been trying to get a contract with Pulte Homes forever it seems)
Even HUD has done some good work in the city. I did a project for them in 2008 when Fed work was the only thing I could get because of the housing bubble. They had a program where they helped people fix thier credit while they took money management classes and then moved them into brand new homes. This was just east of Comerica Park and Ford Field. We did both sides of the street covering two blocks. When we finished the people had a huge BBQ for us.
We did the same thing in Mexicantown in SW Detroit but on a smaller scale.
