It doesn't matter whether this bill is passed or not. The point is that it will stop people in their tracks momentarily and before they dismiss it, they still have to imagine themselves sitting at the front lines.

This psychological reprogramming method is useful also when giving up an alcohl or drug habit - i.e. Don't tell yourself to stop using, just imagine the worst experience you had under the influence before taking the first sip/toke/hit. In my opinion, money is just as enslaving as substance abuse. Therefore this bill is appropriate in its intent. Furthermore it mimicks the idea of flapping butterfly wings causing a tornado in systems thinking. Smart.

Up to this point, the general narrative was Graham's (and it seems generally accepted, even as he articulated it) - that the money spent by Amerians meant that Amercians need not die. It is a Mobster point of view, sort of like blood money, or street insurance or something.

So you see, it is a culture war. And in such wars one has to change the thinking of every man in the room. This can be achieved by introducing a mental glitch, whereby the voter-on-the-floor has to consider and vote to proceed or block this bill. Just for a moment, one is suspended in time and transported to the frontline, albeit as a mental exercise.
