What does Q mean by the use of the word Clown? Is Q implying that Snowden is still working for the NSA?

Not positive what Q exactly was referring to but I always think of the CIA when I hear the term Clown.

He was on loan from CIA to NSA. His mission was the theft of the data which did massive damage to our SIGINT programs.
