washing of feet is a practice between believers. it shows humility, commitment and love to one another. Matt 7 is talking about fellow believers views and perception of each other and cautions against extending such considerations to unbelievers.

Unbelievers need to hear the bad news followed by the good news - that brings them to repentance. We may interact initially with asking if they need prayer for anything, infirmities, oppression etc. then depending on how holy spirit leads and manifests to the person, we'll continue and discuss Jesus (exactly as demonstrated in the book of acts). we would never wash an unbelievers feet.
