I'm sorry, but even the FBI isn't stupid enough to think in an era of photocopies, digital cameras, and optical scanners that retrieving a binder somehow puts the genie back in the bottle on this. I really wonder what sort of a thought process lets someone hear what is being said and decides it makes any sense.
