I'd assume as with other outages like this it is more than likely someone fucked up the configuration of something during maintenance.optimization.

Just search for "at&t outage solar flare" dude. Its all over MSM.
AT&T didn't say it, clueless talking heads are speculating and too stupid to realize satellite Internet providers, satellite tv, satellite radio all stayed up.
AT&T is not in the business of explaining weather related phenomenon. Meteorologists are. There have been so many speculations of "solar flares" potentially knocking out cell towers (no satellites), electric grids, etc. Predictive programming. Don Jr. is attacking those. Not strawman.
They wouldn't be explaining weather phenomenon, they'd be explaining why an outage happened, just like the explanation in the Tweet I sent. And just like like every winter some big storm causes thousands of canceled flights the airlines tell you it was weather related cancellations, because people don't blame them for the weather, but if they say "or crew scheduling application crashed" they're going to get reamed.
