I'm inclined to believe LockBitSupp as quoted in your article:

The FBI decided to hack now for one reason only, because they didn’t want to leak information fultoncountyga.gov. The stolen documents contain a lot of interesting things and Donald Trump’s court cases that could affect the upcoming US election.

And really that take makes the most sense. How many times can you recall where the FBI actually acted to prevent the release of documents?
