So how does this work?

If i see a canadiaon atheist hatefully saying "religion is for the mentally ill" (which i've seen before), i can fill in an online form to fine them or get them tossed in jail?

If i see a canadian liberal saying to a child that they "should get transgender surgery' i can fill an online form to have them fined or tossed in jail too?
