I think the number of flags and the fringe on them is just random. The locals putting up the stage are responsible, and it has nothing to do with what we think it does. It's whatever they have back in a supply closet that they use for every political rally. Maybe you might get a based local now and then that puts up 17 flags on a lark. But it doesn't mean anything other than that.
