What program did he work for at Pax river? It's a flight test base. The navy doesn't design aircraft.

PAX is HQ for Naval Air Systems Command. They sure do design aircraft.

Contractors,. Navy/Marines put out wants. Companies submit designs and build prototypes. The selected design/prototypes get tested. Changes to current aircraft get tested.
