100% - I'm sure they have quite been deliberately modeled on the 'cell' structure of decentralized insurgency crime-groups. For resiliency and as a plausible-deniability bulkhead of sorts to contain damage if one cell fails and is captured and interrogated by the good guys.

Fortunately there are also strategies to counter this.
