I cannot help but think there are some Sicilian ethic groups, or perhaps a motorcycle club that could PERMANENTLY fix this issue, for a one time donation to support their organization.

First visit would probably be relatively restrained, but firm.

The second visit would deal directly with the problem. For the cost of cleaning, repairs and lost rent revenue; the issue could be settled.
